The DEFCON-style indicator on the console is an editorial composite of the theater board, not an official indicator of any government’s posture. It exists so the board can be read at a glance.
When it moves, the movement is explained in the overview header. If a change ever outpaces the wire, treat the wire as truth and the level as commentary — that ordering is deliberate.
